JEFF FLOWERS
Eurasia Regional Director
Mr. Flowers was previously Country Director of FINCA Azerbaijan. He has extensive experience background in new program development and design as well as implementation of microfinance. From February 1999 to September 2001 he directed the ADRA Azerbaijan Nakhchivan Enterprise Development Program, a USAID-funded micro-finance program serving Azeri entrepreneurs engaged in trade, services, production, and agriculture. From 1995 to 1999 he worked as Assistant Director for Planning at ADRA International, designing economic development and micro-finance initiatives in Mozambique, Cambodia, Ghana, and Peru. He has also worked as an independent consultant, developing economic development programs in Georgia and Kosovo. He holds an MSc in International Relations from the London School of Economics, and a Bachelor’s degree in Business Administration.
STEVEN MCGUIRE
Vice President and Chief Financial Officer at FINCA International
Steven McGuire served most recently as Global Head of Central Banks at ABN AMRO Bank N.V. Prior to his stint at ABN AMRO, he spent the better part of two decades working for Credit Lyonnais in the United Kingdom, and with Citibank in Ecuador, Venezuela, London, and Denmark. His career has focused on the management of specialized banking products, financial control of banking units and divisions, and adherence to banking and regulatory requirements. In his various roles, he has interfaced with regulators in both OECD and developing countries. He earned an M.A. in International Studies from The School of Advanced International Studies at The Johns Hopkins University and a B.A. Political Science from The Citadel in Charleston, SC. Mr. McGuire is fluent in English and Spanish and speaks conversational Portuguese.
DONALD CRANE
Vice President and General Counsel at FINCA International
Donald Crane has thirty years’ experience in corporate, financial, and international law, and brings to FINCA expertise in counseling growing organizations. He has served as general counsel to major public corporations, and entered the development field by serving as Chief of Party for a U.S. AID capital market development program in Sofia, Bulgaria. He holds Bachelor’s and Law Degrees from the University of Georgia, and studied graduate tax law at Emory University.
MAKHMUD SAIDAKMATOV
Chief Executive Officer FINCA Kyrgyzstan
Makhmud Saidakhmatov joined FINCA in December 2006. Since the joining FINCA, Makhmud has been working in positions, like COO of FMCC-Kyrgyzstan, and CEO of FINCA Azerbaijan.
Prior to FINCA, he worked for over 4 years for “LFS Financial systems GmbH”, a German consulting and management company specialized in micro and small business finance projects in developing and transition countries. As a banking advisor, he managed projects in Uzbekistan and Tajikistan focused on building and development of micro lending capacities and practices at various commercial banks. In 2003, Mr. Saidakhmatov was working in Azerbaijan assisting the LFS team to develop micro and small lending practices at Access Bank (formerly Micro Finance Bank of Azerbaijan). Mr. Saidakhmatov commenced his professional banking career in 1998, at the National Bank of Uzbekistan, where he worked for three years as a Senior Investment Officer. Mr. Saidakhmatov holds a diploma in economics from the National University of Uzbekistan and the Master’s degree in Economic and Social Studies from the University of Manchester, UK. Mr. Saidakhmatov also holds a professional certification at Stonier Graduate School of Banking administered by the American Bankers Association at the University of Pennsylvania, Philadelphia, USA.
