FINCA International, one of the world's leading microfinance institutions, seeks a Database Administrator (DBA), Database Reporting Specialist (DRS) and MIS Officer for its affiliate, FINCA Azerbaijan. The DBA, DRS and MIS Officer will assist the Technical Project Manager and participate in process of implementation of the new MIS. These positions are based in Baku and report to IT Manager.

The Database Administrator will:

· Administrate and support Oracle 10g DB (Primary OLTP), Crystal Reports 10.0, Microsoft SQL DB tools and packages.

· Implement and maintain database security

· Perform application and database performance monitoring and tuning

· Provide ongoing database support, troubleshooting, back-up processing, disaster recovery handling

· Work as part of a team and provide 24x7 support when required

· Closely cooperate with MIS vendor to solve any MIS related issues.

Ideal Applicant Profile:

· Minimum of 3 years of experience as an Oracle 10g DBA in mission-critical (preferably banking) environment

· Experience with Microsoft SQL Server 2000/2005

· Oracle certification (OCP/OCM)

· Microsoft SQL Server certification (MCDBA/MCTS/MCITP) is a plus

· Experience with high availability features (RAC, data guard, redo shipping)

· Fluency in PL/SQL, ability to write and optimize complex queries

· Basic system administration skills in Microsoft Windows 2003 Server and IBM AIX environments

· Experience with database security management & audit, performance management.

· Experience with SQL DB development and administration (Microsoft SQL 2005)

· Fluency in Azeri and English.

The MIS Officer will:

· Analyze and troubleshoot MIS related problems.

· Ensure MIS data integrity.

· Liaise with software developers as needed.

· Test new versions of MIS software released by software developers.

· Assist in designing/programming special applications and databases to support portfolio administration.

· Assist in training users in MIS software and other applications.

Candidates should have:

· A university degree in computer science or related field.

· Advanced knowledge of T-SQL,SQL Server 2000/2005, hands-on experience on designing views, triggers, stored procedures.

· Experience in software development, deep knowledge of at least one high level programming languages;

· Good knowledge of Active Directory, TCP/IP;

· Basic knowledge of finance and accounting.

· Experience with reporting systems (Excel, Access, Crystal Report) preferred.

· Fluency in Azeri and proficiency in written and spoken English.

The Database Reporting Specialist will:

· Gather user requirements for operational and analytical reports, write technical specification

· Design and develop reports to meet end user expectations

· Verify reports to ensure the reported data is realistic

· Build full-blown reporting cycle to support decision making

Ideal Applicant Profile:

· At least 1 year of experience in report development with Crystal Reports and Reporting Services

· Fluency in PL/SQL and T-SQL, ability to write and optimize complex queries

· Knowledge of fundamentals of finance accounting and banking operations

· Knowledge and understanding of Analysis Services, OLAP, BI concepts is a plus

· Oracle /Microsoft SQL Server DBA certification is a plus

· Fluency in Azeri and English

FINCA Azerbaijan is seeking a System Administrator for its central office in Baku. FINCA Azerbaijan is a rapidly-growing microfinance institution now providing credit to more than 82,000 clients across Azerbaijan.

The System Administrator will:

· Manage and troubleshoot network administration, including Active Directory for the Baku and regional office networks;

· Manage and troubleshoot of Internet and email servers, WAN;

· Manage backups;

· Manage new technology implementation projects

The candidates should have:

  • At least 2 years experience in a similar position;
  • Excellent knowledge of MS Windows 2003 Server, Active Directory administration;
  • Excellent knowledge of networking and TCP/IP, VPN, routing, internet firewalls, email servers and clients;
  • Excellent knowledge of MS Exchange server;
  • Good knowledge of MS ISA Server ;
  • Any certificates in the networking area would be an advantage;
  • Fluency in the Azerbaijani and Russian languages, and a good understanding of English;

FINCA Azerbaijan is one of the affiliates of FINCA International providing financial services for micro-entrepreneurs in Azerbaijan since 1998. Currently FINCA is looking for an Internal Controls Manager. The ideal candidate is one who brings extensive internal controls experience within banks and/or financial institutions in Azerbaijan.

 

Job purpose:

 

In conjunction with FINCA International Internal Controls Manager and Eurasia Internal Controls Manager the FINCA Azerbaijan Internal Controls manager will:

 

  • Create and maintain an internal control environment that supports FINCA Azerbaijan in pursuing its mission with a minimum of risk and a maximum of efficiency.  
  • Assist the affiliate Management Board to improve the overall performance and activities of FINCA Azerbaijan, and in making decisions on the issues of risk identification and analysis.
  • Manage and monitor control activities and recommend corrective actions, through both the management of two functional areas: Methodology and Compliance, and performance of other internal control activities. 

 

Key responsibilities:

 

o   Conduct ongoing analysis of company operations to identify risks and make recommendations for preventive actions.

o   Ensure effective implementation of the company internal controls systems, including the areas of finance, operations, and IT.

o   Manage and supervise Internal Controls department staff members, monitor professional performance of Internal Controls staff.

o   Continuously review company policies and procedures manuals to ensure consistency with sound internal control.

o   Investigate internal audit observations and assist management to prepare responses in a timely manner.

Qualifications and experience: 

-      Extensive experience in internal controls management of a commercial firm, desirably a financial institution.

-       Masters Degree in Business, Finance, Economics, Management or equivalent education.

-       Fluency in English and Azerbaijani.  Proficiency in Russian is desirable.

-       Outstanding interpersonal, communication and training skills.

-       Strong analytical and organizational skills.

-       Excellent technical writing skills.

 

Additional Information 

·         The post holder must be willing to travel regularly throughout Azerbaijan.
